federal, state, and local law. Last updated September 18, 2026.
Federal
Income tax withholding: Internal Revenue Code §§ 3401–3402; IRS Publication 15 (Circular E), Employer’s Tax Guide; IRS Publication 15-T (2026), Federal Income Tax Withholding Methods, Worksheet 1A (percentage method for automated payroll systems); employee Form W-4.
Social Security (OASDI): Federal Insurance Contributions Act, IRC § 3101(a) / § 3111(a) — employee 6.2% on wages up to the 2026 Social Security wage base of $184,500 (Social Security Administration).
Medicare: IRC § 3101(b)(1) / § 3111(b) — 1.45% on all wages. Additional Medicare Tax, IRC § 3101(b)(2) — extra 0.9% on wages over $200,000 (employer withholding threshold).
This page does not file Form 941, 940, W-2, or W-3 for you.
Ohio
State wage withholding: Ohio Revised Code Chapter 5747 (especially § 5747.06) and Ohio Department of Taxation employer withholding tables — percentage method effective August 1, 2026 ($650 per Form IT-4 exemption; rates 1.60% / 2.99% / 3.40%). Ohio House Bill 96 (136th G.A.) reduced 2026 individual rates; withholding tables can differ from the 2.75% flat tax on the annual return.
Municipal (city) income tax: Ohio Revised Code Chapter 718. Work-city rates come from the City of Columbus municipal income-tax directory (787 localities) plus common RITA / CCA cities. Employers must withhold for the municipality where the employee works.
School district income tax: ORC Chapter 5748. Enter the district rate from the employee’s Ohio IT-4 / The Finder if the residence district levies one. This tool does not look up SDIT from an address.
Other states and cities
State withholding uses each state’s 2026 published employer withholding rate or percentage-method brackets (state revenue department circulars). Nine states have no wage income tax: AK, FL, NV, NH, SD, TN, TX, WA, WY.
Local rates outside Ohio (NYC, Philadelphia, Detroit, and others) are typical 2026 published rates. County taxes (Indiana, Maryland) and Pennsylvania earned-income tax must be entered if they apply. Confirm with that state’s current employer booklet.
What this is not
Not a CPA, enrolled agent, attorney, or payroll processor. Not legal advice.
Does not compute unemployment (FUTA/SUTA), workers’ compensation, tips, overtime premiums, 401(k), Section 125 cafeteria plans, garnishments, or full multi-state reciprocity.
Year-to-date tax columns are estimates if you enter prior gross. Rates change. Verify IRS.gov, tax.ohio.gov, and your city before paying anyone.
